A firm intention already decided. Stronger than 〜ようと思う, which is still being weighed up. Not used for things outside your control — you cannot 雨が降るつもりだ.
来年、車を買うつもりです。
らいねん、くるまを かう つもりです。
I intend to buy a car next year.
今日は出かけないつもりです。
きょうは でかけない つもりです。
